The Oil Baseline
An oil-heated house of ordinary size in this climate burns 650 to 950 gallons a winter; the 2F design days at the bottom of a Western Pennsylvania January do not ration themselves. At recent prices in the high $3 range per gallon, fuel alone runs $2,300 to $3,600. Add the annual service contract oil burners require, $200 to $400, and the true yearly cost sits near $2,600 to $4,000.
Then the costs without receipts: deliveries bought in lumps on a moving market, a driveway that must stay passable for the truck, and a tank whose failure mode is an environmental remediation story with a four-figure floor.

Now the majority case. Most of the city and the inner suburbs heat with gas, and the gas math is genuinely close. Gas is cheap per unit of heat, and a sound furnace in a Squirrel Hill foursquare or a Mount Lebanon Tudor is not a problem needing rescue.
For gas households the strong cases are specific, and worth naming precisely: the air conditioner is at end of life, so one machine replaces two systems and the comparison is heat pump versus furnace-plus-new-AC, which the heat pump frequently wins; the house has no ducts, where ductless heating-and-cooling beats window units on comfort alone; or a party-walled rowhouse's load is so small the whole project is cheap. What no honest bidder tells a gas household is that fuel savings alone repay the conversion the way they do for oil. They usually do not. Electric Baseboard: The Cleanest Math in the Region
The stock that heats with resistance baseboard, older flats, conversions, some postwar infill, gets the shortest analysis of all. Baseboard delivers one unit of heat per unit of electricity; a heat pump delivers two and a half to three. The heating portion of the electric bill drops by more than half, with no tank, no deliveries, and no combustion anywhere in the story. For these households the only real questions are sizing and head placement.
Volatility, the Cost Nobody Budgets
Oil's final cost is unpredictability. World events move the per-gallon price 30 percent between deliveries, and a cold snap can land a $900 invoice in the same month as the holidays. Electric rates move too, but through regulated filings, in steps a budget can see coming. Converted households report the same pattern every time: the savings were expected; the flat, predictable bill was the part they would not give back.
The Radiator Question, and the First Winter
Most oil homes here distribute through radiators, and they do not need to come out. The standard conversion runs ductless heads through the living space and leaves the radiators silent in place. The cautious version of the plan is common and sensible in this climate: install in fall, keep the oil system as backup through the first winter, watch the heat pump carry the 2F nights, then retire the tank in spring. The Tank Itself, an Ending Worth Pricing
One more line belongs in the oil household's ledger: the tank. A buried or basement oil tank is a liability that appreciates in the wrong direction. Insurers increasingly ask about tank age at renewal, buried tanks complicate home sales in every river town where they are common, and a leak turns into a remediation project with a four-figure floor and a five-figure ceiling. Retiring the tank at conversion, pumped out, cleaned, removed or properly decommissioned, typically runs a few hundred to a couple thousand dollars depending on placement, and it converts an open-ended risk into a receipt. Fold it into the project rather than leaving it for the eventual sale, when it becomes the buyer's leverage instead of your choice.
What the Summer Adds for Free
The comparison above prices heating, but half the machine works in July. Much of the region's oil and baseboard stock cools on window units or nothing, and the same conversion that retires the tank delivers real central cooling and dehumidification into stock that has never had it.
